Two plans in Juniper Peak

Read the story. Then answer the questions about the leaders and their jobs.

A Winter Meeting

At a meeting in Juniper Peak, a mountain town, families compared two winter plans. One plan would add lights to the town skating rink. The other would add snow gates to a highway that runs through several towns in the state.

The town's office card explained that the mayor leads Juniper Peak's local government. A state office card said that the governor leads the state government. A third card said that the president leads the national government of the United States.

The families noticed that the plans covered different places. The rink plan was for one town. The highway plan reached beyond Juniper Peak to other towns in the same state. They used the cards to decide which leader fit each plan.
