Read the passage. Then answer the questions.
A Choice at Town Hall
Frost Hollow is a snowy northern town. After a night of heavy snow, people met at town hall to compare two winter service plans. Plan A would send town road crews to clear Pine Road and the bus route first. Then crews would clear paths to the public library and the skating park. Plan B would clear the park and library paths first and Pine Road afterward.
Council member Imani Brooks explained that the town council listens to residents and decides how to use town money for local services. Public Works Director Mateo Ruiz schedules trucks and crews to clear and repair public roads. Fire Chief Asha Patel leads fire protection. She said clear roads help emergency vehicles reach homes.
The library is a public place where people can borrow books and use its space. The park crew checks the skating area and playground before people enter. Police officers help protect people and direct traffic when roads are dangerous. At the meeting, residents compared what each plan would make possible first: safer travel or earlier use of places to learn and play.
